Economic policy gets green light

It didn’t take long for members of the city council to get a pat on the back from the business community after taking the first step to pass a economic incentive policy. 

“I just want to say thank you,” said Jeremy Dupree, who said he was working with two businesses to relocate to Loganville. He said one of the first questions the businesses asked were what kind of incentives were there to moving to the city. 

It has been a two-month process, but the council approved at its meeting Thursday a framework to establish an incentive policy to lure businesses to Logan ville. The policy outlines criteria, sets guidelines and procedures to apply the incentives. Yet to be established are the details related to the occupation tax, capital recovery and permit fees. 

City Manager Bill Jones said the policy mirrors that of Sandy Springs.

“In today’s economic climate, every city has an economic incentive policy. Any business of any size comes to a city and wants to know what are you going to do for them,” Mayor Ray Nunley said. “If we want to draw new, significant size businesses, we are going to have to give some kind of incentives.”

The policy was introduced during a work session Monday and is a tiered approach that will waive the occupation tax applied by the city for various lengths of time depending on the number of jobs created or capital investment. For a business which creates 15 to 26 new full-time jobs or new capital investment of at least $1 million, the city will waive the occupation tax up to $25,000 for a year; for 27 to 99 jobs or up to $5 million in capital investment, the occupation tax will be waived for two years; beyond that, occupational taxes will be waived for three years.

In addition, the city will expedite the permitting process, fast-track permitting and ensure that a prospective business will have a personal representative to act as its advocate to help save time and money. The city, under the economic development incentive policy, will also waive building permit fees associated with an expansion or relocation including new construction, plan review and tenant finishes costs and could be exempt from capital recovery fees.
